The European Public Law Organization (EPLO), in collaboration with the LUISS School of Government and the LUISS Center for Parliamentary Studies, is pleased to announce the 14th edition of its Summer Program on Parliamentary Democracy in Europe. This year’s theme—“AI and Parliaments: Challenges in Representation, Law-making, and Administrative Support”—addresses one of the most urgent and complex questions facing democratic institutions today.
The program will be held from 14 to 18 July 2025 in Rome, Italy, at the LUISS University Viale Romania campus.
About the Program
This intensive, multidisciplinary course offers a deep dive into how Artificial Intelligence (AI) reshapes parliamentary systems, changing everything from legislative drafting to public accountability. The curriculum combines academic lectures, applied research, and interactive workshops.
Topics include:
- AI’s role in law-making and legislative processes
- Digital tools for parliamentary data analysis
- Legal and ethical questions around AI in democratic institutions
- The impact of AI on representation, transparency, and public trust
Participants will also visit the Italian Parliament on a study visit to gain real-world insights into how democratic institutions are responding to technological change.
Scholarships Available
To promote access and academic excellence, EPLO is offering 10 full-tuition scholarships. These scholarships cover the full cost of participating in the educational program.
Scholarship Details:
- Covers full tuition fees (€800 value)
- Does not include accommodation, though an inclusive option (€1,200) is available
- Selected scholars are required to pay a €250 administrative fee
Scholarships are awarded based on academic merit, professional experience, and motivation, as demonstrated in the application.
Who Should Apply?
This program is open to:
- University graduates (Bachelor’s or Master’s), PhD candidates, and post-doc researchers in law, political science, public administration, or related fields
- Civil servants working in national or EU institutions, international organizations, or public agencies
- Professionals in NGOs, think tanks, or advocacy groups working on democracy, technology, or public policy
Applicants must demonstrate:
- A strong academic or professional background relevant to the course themes
- Proficiency in English (working language of the program)

- €800 (tuition only)
- €1,200 (tuition + accommodation)
Includes all academic sessions, reading materials, study visits, and faculty office hours
