Project Overview

The USAID-funded NextGen Ugavi Bora, Afya Bora project aims to strengthen Tanzania’s public health supply chain and pharmaceutical services. The project focuses on improving the availability and use of quality-assured, affordable health commodities while building the capacity of local systems, institutions, and individuals.

Role Summary

The Data & Analytics Team Lead will provide strategic and operational leadership for the SCIS & Data Management workstream. This includes overseeing the design, implementation, and optimization of public health supply chain information systems and leading a team of analytics professionals, machine learning experts, software developers, and business analysts.

This role is key to driving data-driven decision-making, improving system efficiency, and delivering sustainable impact across Tanzania’s health supply chain.

Key Responsibilities

Leadership and Team Oversight

  • Lead and mentor a multidisciplinary team working in analytics, machine learning, software development, and data systems.
  • Set team goals and ensure alignment with project objectives.
  • Guide implementation strategies and promote collaboration within the team.

Technical Strategy and Systems Development

  • Oversee the development and integration of supply chain systems, including eLMIS, ERP, WMS, EMRs, and others.
  • Ensure all systems are scalable, secure, and interoperable.
  • Support using AI, machine learning, and advanced analytics to drive system improvements and predict trends.

Data Analytics and Decision Support

  • Ensure quality data collection, validation, and analysis.
  • Lead the development of dashboards and reports to support strategic decisions.
  • Use analytics to identify operational bottlenecks and opportunities for improvement.

Stakeholder Engagement

  • Collaborate with key partners, including the Ministry of Health, PORALG, USAID, and others.
  • Represent the project at national and international events.
  • Foster strong working relationships with implementing partners.

Capacity Building and Knowledge Sharing

  • Design and lead capacity-building efforts for both internal teams and external stakeholders.
  • Document best practices and share lessons learned to inform future initiatives.

Operational Management

  • Develop and oversee teamwork plans, budgets, and performance indicators.
  • Monitor compliance with policies, donor requirements, and data protection standards.
  • Continuously evaluate system performance and suggest improvements.

Required Qualifications

  • Advanced degree in Data Science, Public Health, Information Systems, Computer Science, or a related field.
  • At least 8 years of experience managing health supply chain information systems (e.g., eLMIS, ERP, WMS) in Tanzania Mainland and/or Zanzibar.
  • Proven expertise in analytics and visualization tools such as Power BI, Tableau, or Google Data Studio.
  • Strong technical background in Python, SQL, and applying AI or machine learning to health systems.
  • In-depth understanding of data governance, privacy, and security standards.
  • Experience leading cross-functional teams in a dynamic and results-oriented environment.
  • Excellent stakeholder management skills, particularly with government agencies, donors, and implementing partners.
  • Strong written and verbal communication skills in English; Kiswahili proficiency is an advantage.
  • Familiarity with USAID-funded programs is preferred.
